Neighborhood Watch Programs fight the isolation and separation that crime creates and feeds upon. Neighborhood Council Valley Village functions as a conduit or bridge between City Hall and Valley Village. “Law enforcement was invited, and it became clear that Sheriff Department resources were limited due to a lack of manpower and, at any rate, no matter how many resources they had, the problem would not be solved by them alone.”Valley is unincorporated, meaning there are no municipal regulations other than county and state ordinances.“There is no city government, nor is there any city police, thus, incorporation itself was not seen as a solution to the problem.
