You start in northern Japan so it is easier to push down south. Elite units can break them, but they'll hold out for a while if you're careful with them. Generally, you want to keep your Samurai as your elite units for executing maneuvers and performing key actions throughout the battle (like taking out key units and reinforcing parts of your line), while your ashigaru hold the line and rain down arrows on the bulk of your enemy's force.Making all-Samurai armies is fun, but it will put you in financial issues and severely limit the number of armies that you can field on the map.
